Position Overview

BizFirst is supporting our client in search of a full-time, permanent Business and Analytics Analyst to support financial analysis, accounting reconciliation, and business process improvement for a Department of Defense (DoD) customer. The ideal candidate will have a strong background in OBIEE report development, financial analytics, and data reconciliation, with experience supporting budgeting and financial execution for government agencies. Our client is a specialized management consulting firm that engages experienced professionals and consultants to support the federal government with strategic project execution, financial process optimization, advanced IT solutions, and Enterprise Resource Planning (ERP) system implementation. Through innovative transformations, they develop and implement strategies to optimize operations for military departments and agencies across the U.S. Federal Government.

 

What you Will do

As a Business and Analytics Analyst, you will be responsible for financial analysis: establishing long-term, standardized financial reporting strategy, provide and maintain financial analytics tool which integrates spend plans, funding changes, and financial execution data for leadership, validate OBIEE reports and ensure financial accuracy, provide analytics training to stakeholders, develop OBIEE reports and dashboards. Support the customer with accounting support by reviewing and providing analysis of monthly financial reporting. Reconciliation of contract, 1002/execution, payroll, and incoming reimbursable. Assist in tracking financial transactions such as Unmatched Disbursements, Invoices on Hold, problem payments, unfilled customer orders, etc. DAR-Q analysis. Unliquidated Obligation reconciliation. Accounting background to support budgeting and execution.

 

Key Responsibilities

  • Develop and maintain OBIEE reports and dashboards to support financial decision-making.
  • Analyze and validate financial data to ensure reporting accuracy.
  • Integrate spend plans, funding modifications, and execution data for leadership review.
  • Provide financial analytics training to government stakeholders.
  • Perform monthly financial reconciliations, including contract balances, payroll, Unmatched Disbursements (UMD), Invoices on Hold, and Unliquidated Obligations (ULO).
  • Review, track, and analyze financial transactions, including incoming reimbursable funding, customer orders, and problem payments.
  • Support DAR-Q analysis and financial compliance reviews.
  • Assist in identifying and implementing process improvements for financial reporting and analysis.
  • Ensure compliance with DoD financial management policies and PPBE (Planning, Programming, Budgeting, and Execution) requirements.

 

Required Qualifications

  • Bachelor’s degree preferred in Business Administration, Information Systems, Accounting, or Finance.
  • Minimum of 5 years of hands-on experience with OBIEE or similar reporting tools, with an emphasis on business process improvements in finance and accounting.
  • Experience working in a DoD environment is required.
  • Proficiency in the Defense Agencies Initiative (DAI) financial system, particularly OBIEE report development and execution analysis.
  • Strong background in financial reconciliation, reporting accuracy, and compliance with DoD financial regulations.
  • Experience supporting financial analysis and budget execution.

 

Preferred Qualifications

  • Experience in PPBE (Planning, Programming, Budgeting, and Execution).
  • Understanding of government accounting and financial compliance requirements.
